Last time I imported was last year. That was the import law then.
Now this doesn't absolve you of paying taxes ie GST and PST. But
motorcycle related (mechanical) items were exempt from most
countries of origin.

I know this because I usually clear customs myself ie I go to the
customs office near Dorval airport. I looked up the law with the
customs officer. I'd be surprised if things changed this year.

NOTE: If you were charged in error and still have your receipts,
you can probably claim a refund. Don't know if there are time
limits.
