They all do that.
There is a relay in the circuit that will allow the bike to be started
and run with the sidestand down. Police departments had the option of
leaving it in or taking it out, depending upon whether they liked to let
their bikes sit and cook by the side of the road while the motorman was
off doing police stuff. The oil cooler fan is in place to prevent the
bike from overheating but it's not as efficient at that as liquid
cooling.
Sounds as if you will need to retract the sidestand before starting and
riding off. Mine, being CHP spec, has the locking sidestand which is
larger than that on the civilian unit.
