fast idle

my bike has a faster than normal idle now.... about 1500 RPM normally about 950
here are the unique symptoms..
Bike stammers a little while cold, sometimes it almost dies...as it warms up a little it runs normally excpet for the occasional stammer, then when it gets to a good temperature the idle goes up to the 1500 rpm range.
it is not a throttle body adjustment as the twin max says it is perfectly balanced, both at idle and off idle.
The throttle cables are not binding and are not out of place. The bike will increase in speed even if the throttle is not tweaked.
The bike runs fine down the road.
What could make a bike run faster? Ideally when it was in perfect running condition was when the idle was set, so you would think any problem would cause the bike to run slower ( less efficiently).
I have just begun to look into this
Would a bad Oxgen sensor do this, as it might think the bike needed more fuel and hence run faster?
Is this a sympotom of a Hall Effect failure? Don't these things usually keep the bike from running, not make it run faster?
Would a faultly computer do this?
What else can anyone think of?
