Engine cuts out when off throtle and on brakes downhill

My 95 R1100RA has been cutting out, particularly when i'm on the brakes
decending a hill. The tach drops to "0" rpm and it is necessary to restart
the bike again. 

The starter button has always been a bit quirky and does not like to work
when I push it in all the way, but rather it works best when I depress it
about 70%. I don't know if this is related, but I figgured i'd mention it.

I had some similar symptoms before and changed the fuel pump relay which
seemed to cure the problem, however, since I got the bike back from the
dealer for a right side head gasket, it seems to be cutting out with a
vengence.

Any ideas/help would be much appreciated.
