I will not even touch Ben's bait on  torque versus angle. 

Installing the studs in the block should be done by  length, not torque, as 
the torque on the studs is established after the cylinder  and head are 
installed, and the nuts are tightened to the specified base torque,  then tightened 
180: per BMW specs.
