If the scratches don't form a weak spot then I wouldn't worry about it,   The rough spot will attact carbon again so you might want to take a green pad and just clean it up a little.   I even wire brushed the tops of pistons with no problems,  Just dont take any significant material off.  New pistons don't have that perfect of finish on them to begin with.
 
was there any carbon in the ring grooves?  that should be clean and free of damage.

On the top in the higher middle area I only used a nail brush. In the top lower four corners where the carbon is really hard I used a screwdriver to losen the stuff. That's were some minor scratches are. Do they matter at all? Where do I find someone who can do the bead blast?
